MESSAGE BY: CONGRESSMAN GILBERT C. TEODORO


          “Good morning to everyone! To Mayors league President Mayor Lita Aquino of Moncada and all other Mayors who are present today, to the heads of the various civic groups who so unselfishly and most generously help us in this time of crisis led by Mr. Ng Chua, Mr. William Lim and all other civic groups present today. Distinguished guest, men and women, officers,non-commissioned personnel and non-uniformed personnel of the Philippine National Police, a pleasant good morning to each and every one of you.
I was surprised today, because I was informed that I would give a speech, and I told Col. Sunglao, I would gladly do so, however, since I was not able to prepare one.
First and foremost, I would like to thank the members of the PNP together with the members of the Armed Forces of the Philippines for going beyond the call of duty not only in terms of physical activity but also in terms of their inputs vis a vis the local government in the past disaster.
This would not come about, if not for the close relationship between PNP and AFP and our local government units headed by our governor Jose “Aping”Yap.
And because of this close relationship, we see what we call in management the synergy between this different forces, when there is no synergy each group will just remain separate in this thing and not mesh together to produce a result which is optimally greater than the mere sum of the combined parts, and for this in behalf of the provincial officials of the province of Tarlac, my colleagues ‘Cong. Noynoy Aquino III of 2nd district and Cong. Jesli Lapus , We would like to thank you “ Maraming Salamat po Sa Inyo, sa PNP at sa Armed Forces of the Philippines” you deserve a big hand from all of us.
One of the most valuable lessons we have learned, and it is an asset which we must build on was the fact that and we realized that we have committed some mistakes in the past. I have heard good news that these mistakes are now in the process of being corrected. I have asked the office of Civil Defense the Regional PNP and NOLCOM to get together with the local officials and trying to build a system or systems whereby responses to disasters shall be as we say and by way of doctrine by way of SOP’s so that you merely need to activate the disaster plan whenever a disaster occurs.
I’m very happy and very proud to point out the fact that no less than our Mayor’s league president Mayor Lita Aquino in her town of Moncada has this system in place and I congratulate her for showing a sterling leadership once again in this disaster by being the most organize and the most systematic municipality in this province, my district. So much so that even in the execution of public works projects I never hesitate to give my CDF to Mayor Lita as proof of the fact is that both of us without any major other help for we able to rebuild the palengke of Moncada in space of two years. I think this example of Mayor Lita is worthy of emulation and deserved congratulations .
So, now that we have realize our short comings let us equipped our selves to deal with future problems as may occur and we must assume they will occur even, the state of Tarlac. I’ve also encourage you, and I have to talk about this because I’ve deeply disturbed that part of this exercise is the ability to think thru the fact and look at the major problem and get up the solution.
I give you an example, our country today is in a crisis because of budget deficit, what is the solution being talk about by almost 100% of the newspapers is how to be more austere to control the deficit, but the deficit is merely a symptom of a cause and that cause is the lack of confidence of domestic and foreign investors in the Philippine economy. What is the solution to build confidence in the domestic economy? It is not a giving a Pork Barrel, it is not a austerity but a simply another thing that is to create a market oriented economy and an environment that investors will have confidence in and sadly I do not see anybody in the newspapers weather national or local leaders talking about it. They have been trapped in to reacting in to the faint and they have not seen the major trust. That is what I want to encourage you to do; you have the ability to spot the problems and not merely not the smoke surrounding the problems. I want to see this capability to develop in this province, and I’m sure, with dedication, with hard work, and with cooperation you will be able to develop yourselves to such a state for by problem solving much easier. Finally, I once again reiterate my commitment to the local PNP to continue with projects which we have started… It is no secret that I will retire together with General Querol and General Cordero in 2007 and before I leave, I reiterate my commitment to support the PNP and I must say that one of the teams that I will really miss when I say goodbye is working with the snappiest provincial command in the whole Philippines, “The Tarlac Provincial Police Office” is no other provincial command which can match the dedication and cooperation from Tarlac PPO, so from me to you , keep up the goodwork continue to be snappy, continue to serve our people consistent with our sworn duty and we in the national government will do no less but to reciprocate and to follow your example. Last week, I was honored by being invited in to the Enlisted Men’s Club in Camp Aquino. For those who have no military background for an officer to be invited in to a Enlisted Men’s Club is a big honor because that is private preserve of the private Enlisted Men’s Club.
Today you give me an honor by giving me military honors that is something that I will never forget and I will cherish. That’s all Maraming Salamat po!! Mabuhay po tayong lahat.
